We deliver structured training that helps communities reduce risk, improve emergency preparedness, and take effective action during the first critical minutes of an emergency.
The need
Communities face increasing exposure to wildfire, smoke, hazardous materials incidents, and infrastructure disruptions. At the same time, many households lack clear emergency plans and practical knowledge of how to respond during an incident.
In medical emergencies such as cardiac arrest or severe bleeding, immediate action by bystanders is often the determining factor in survival. These gaps contribute to delayed protective actions, increased exposure risk, and higher demand on emergency services.
Our approach
The Institute for Community Risk Reduction delivers two complementary programs that address critical phases of emergency readiness.
Focused on hazard awareness, preparedness planning, and protective action decision-making.
Focused on immediate lifesaving actions including CPR, AED use, bleeding control, and first aid.
How it works
Participants learn to recognize hazards and understand how risk applies to their environment.
Participants develop clear, practical emergency plans tailored to their household.
Training focuses on evacuation, shelter-in-place, and hazard-specific response.
Participants develop skills to respond to medical emergencies, including CPR, AED use, and bleeding control.
Partnerships
Programs are delivered in partnership to support existing public safety, public health, emergency management, and community preparedness efforts.
Measurable outcomes
Participants improve planning and readiness at the household level.

We are currently working with partners to deliver pilot programs and expand community preparedness and lifesaving capability.
