We deliver structured training that helps communities reduce risk, improve emergency preparedness, and take effective action during the first critical minutes of an emergency.

The need

Preparedness gaps are increasing risk.

Communities face increasing exposure to wildfire, smoke, hazardous materials incidents, and infrastructure disruptions. At the same time, many households lack clear emergency plans and practical knowledge of how to respond during an incident.

In medical emergencies such as cardiac arrest or severe bleeding, immediate action by bystanders is often the determining factor in survival. These gaps contribute to delayed protective actions, increased exposure risk, and higher demand on emergency services.

The Institute for Community Risk Reduction delivers two complementary programs that address critical phases of emergency readiness.

Community Hazard Readiness & Risk Reduction Program (CHRRP)

Focused on hazard awareness, preparedness planning, and protective action decision-making.

Community Lifesaving and Emergency Skills Program (CLASP)

Focused on immediate lifesaving actions including CPR, AED use, bleeding control, and first aid.
